Considering the delays in FC:Legion, they probably could have given him

...Read Rich Johnston's latest LITG. Apparently in this case "Justin
Thyme" isn't a protest pseudonym for Jim Shooter. Both Shooter and
Manapul left without finishing the book for "personal reasons", and
someone stepped in at the last minute and did a quick wrap-up to the
major plot while leaving the Projectra mess unresolved.

The sad thing is that this one issue was better than most of Waid's
bullshit "Threeboot" issues...
